TSMC Charity Foundation Ignites Hope for Hualien Flood Recovery

The TSMC Charity Foundation holds a long-term commitment to social welfare, actively connecting resources from many levels of government as well as across industries, while also training TSMC employees for volunteer service. In September 2025, the Guangfu area of Hualien County suffered severe flooding after a barrier lake upstream of Matai'an Creek overflowed its banks. Following the community-led "Shovel Superheroes" desilting campaign, the foundation launched a professional recovery campaign from December 2025 to February 2026. Partnering with professional window repair contractors, cleaning services, and local Hualien farmers, the initiative focused on "Window Repair, Home Sanitation, and Rice Donations for Disaster Relief". Through 11 sessions of the foundation's "Rag Superheroes" volunteer service, the foundation helped victims restore safe and hygienic living environments. Additionally, an internal fundraising project at TSMC garnered support from nearly 3,000 employees, donating a total of NT$10.31 million to provide solid support for rebuilding homes.

Assess Before Action

Necessary materials and tools were deployed from Western Taiwan to avoid impacting resource distribution in the Eastern region and disaster areas

Established material checklists and collaborated with cleaning contractors to hold pre-deployment briefings and technical training

Cleaning contractors led TSMC volunteers in cleaning operations, while collaborating with repair contractors and agricultural vendors to provide necessary resources

Three Major Outcomes of Hualien Flood Relief
Cross-Team Recovery: Injecting New Strength into Disaster Zones

The TSMC Charity Foundation collaborated with local governments to assess actual post-disaster needs, prioritizing resource-poor families and elderly people living alone. Surveys of victims' homes found that the flood had destroyed many windows,  which had been temporarily patched with boards that compromised safety. In addition, mud remained inside many homes. The TSMC team's goal was to "Restore to Pre-disaster State." Considering the difficulty of sourcing engineering materials in disaster zones, they completed precise measurements and prepared materials in advance to ensure they stayed on schedule.

The TSMC team also adopted a systematic process to address home sanitation, integrating volunteer efforts with professional techniques and adjusting cleaning agent ratios to effectively remove stubborn stains and silt. With local government support, the Foundation also partnered with local sustainable agriculture companies and the Hualien Tafalong Church to purchase 25,000 kg of naturally farmed rice. This high-quality grain was delivered to nearly 3,000 elderly residents living alone, providing substantial aid to the local community.

Seeing the homeowner quietly wiping away his tears made me realize that these seemingly simple acts of cleaning are moments where they deeply feel the warmth of being cared for.
